Digitalisasi Manajemen Sumber Daya Manusia dan Penguatan Sistem Merit dalam Mewujudkan Birokrasi Publik yang Profesional dan Akuntabel

Digitalisasi manajemen sumber daya manusia (MSDM) menjadi agenda penting dalam reformasi birokrasi publik karena pengelolaan aparatur tidak lagi cukup dilakukan melalui mekanisme administratif manual. Pengelolaan ASN membutuhkan sistem informasi kepegawaian, integrasi data, analitik SDM, manajemen kinerja digital, dan tata kelola karier berbasis kompetensi. Artikel ini bertujuan menganalisis peran digitalisasi MSDM dalam memperkuat sistem merit untuk mewujudkan birokrasi publik yang profesional dan akuntabel. Metode yang digunakan adalah kualitatif deskriptif dengan pendekatan konseptual dan analisis kebijakan. Hasil analisis menunjukkan bahwa digitalisasi MSDM dapat memperkuat sistem merit melalui integrasi data aparatur, transparansi rekrutmen dan promosi, penguatan manajemen kinerja, pemetaan kompetensi, pengembangan talenta, serta jejak audit keputusan kepegawaian. Namun, digitalisasi tidak otomatis melahirkan meritokrasi apabila tidak didukung kualitas data, kapasitas digital aparatur, pengawasan etis, tata kelola algoritmik, perlindungan privasi, dan kepemimpinan reformis. Artikel ini menegaskan bahwa digitalisasi MSDM harus ditempatkan sebagai instrumen reformasi kelembagaan, bukan sekadar perubahan teknis menuju layanan kepegawaian elektronik.
